On January 6, 2026, a federal lawsuit was filed in the United States District Court for the District of Nevada seeking judicial review and emergency relief related to the proposed Sierra Reflections development and related land-use actions affecting Washoe Valley and Pleasant Valley, including residents and property owners in zip codes 89704, 89521, and 89511. The lawsuit raises multiple legal issues, including whether the chain of title to lands in the valley originates from an unlawful historical seizure of ancestral Washoe lands without a treaty or lawful extinguishment of Aboriginal title. The case also raises concerns about compliance with federal and state laws protecting Native burial grounds, cultural resources, environmental safety, and required tribal consultation, as well as issues related to development on lands within or near the Carson River Mercury Superfund Site, where contamination from historic mining activity remains a concern.
The lawsuit also addresses serious water resource concerns affecting the community. According to the complaint, the proposed development has moved forward without securing approved water rights through the Nevada Division of Water Resources, even though the project proposes NEARLY 1,000 homes in an area that relies heavily on groundwater. Residents have raised concerns that drilling large new wells could deplete AND contaminate the local aquifer, particularly during ongoing drought conditions, potentially impacting existing wells and water availability for current homeowners. Through the federal court process, the case seeks temporary and permanent injunctions to pause development while these issues are examined, judicial declarations addressing alleged defects in the chain of title, remedies to protect homeowners who purchased property in good faith, and damages or other equitable relief where unlawful actions have caused harm.
